Ideally there’d be a central place from/to which I could save/access my layouts. Like a google docs account or something like that. Then I could get to them from any machine. As far as the interface goes, I don’t care too much as long as its easy to use and it’s interesting for you to build (interesting in a good way).

I don’t like the online idea at all. The code layout templates should go in the source code repository with the project, not on an external web site. If you need access to those templates from different machines, then you should use a distributed source control repository or put them in DropBox. You shouldn’t be trying to solve the “universal access” problem. Others already have tools for that and they work quite well. Instead, focus your energy on building the best layout designer you can.
